The United Nations…A Colossal Failure (Part 2)

The United Nations…A Colossal Failure (Part 2)
By Tommy Franks

The UN Charter says that the UN is avowed to preventing wars. It wants to usher in an era of world peace…However, is has become an enormous failure.

Currently, the Israelis would not be fighting the Hezbollah terrorists in Lebanon if the U.N. had enforced UN Security Council Resolutions 1559 and 1680. The Hezbollah was supposed to be completely disarmed. That is why the UN and the USA spent millions of dollars sending UN personnel into Lebanon. So what happened? I thought you would never ask. The UN soldiers “only observed” what was going on. They observed terrorists sending explosive devices into Israel. They observed the terrorists shooting at innocent people. They observed the terrorists murdering individuals. What good is an observer looking at terrorists stockpiling weapons and bombs? Again, what we have here is…another paper tiger with absolutely no teeth or power.

I had a dream recently. I dreamed that I was addressing the United Nations. I stood up and said the following: “This body has demonstrated for the past 58 years its total inability, incompetence, impotence, and lack of passion to bring about world peace. Today, the world seems closer to massive wars than ever before…even to the brink of a nuclear war…You have totally failed in every aspect of your Preamble and Charter. You have not only deceived the American people, but also the entire world.”

I continued, “There is only one hope for peace in the world…the return of Jesus Christ… and the establishment of His Kingdom.”

I then returned to my seat. The Islamic representatives went berserk. The Jewish delegates seemed skeptical. The Hindus, Buddhists, and Animists shrieked in rage. Many nominal Christians were embarrassed and shocked. Many were offended and angry!

Someone screamed, “Stop him. Stop him. He is dangerous. Capture him quickly. Call the security guards. He must be stopped! He is a radical nincompoop with crazy ideologies!”

After the pandemonium had settled down, one of my beloved colleagues apologized for my actions…and the UN General Assembly continued its business as usual. The gavel came down and I awoke.

The Bible says, “The way of peace they know not; and there is no judgment in their goings: they have made themselves crooked paths: whoever goes therein shall not know peace.”

“And judgment is turned away backward; justice stands afar off: for truth is fallen in the street, and equity cannot enter” (Isaiah 59). I gotta tell you…Truth, justice, and fairness are not found in the UN building in New York. Instead, their words are hollow without meaning like clouds without rain.

Europe is also skeptical of the United Nations…even our beloved and lovely France!
For example, if the UN has the expertise to quash rebellions and construct sound government institutions, why are they not in Liberia? Why is the UN pleading instead for American troops to assume responsibility for restoring law and order in that distressed corner of Africa? I will tell you why? Many of them are cowards and have never been involved in combat or warfare. They don’t have the stomach or backbone for it! They want the US military to do their fighting for them. They are “yellow”. Do you really think that the UN has any real, elite warfighters at all? Are you kidding me?
In Iraq, American forces are under attack by hardened pro-Saddam Baathist remnants who want their powers and privileges back. They are reinforced by Jihadists of various nationalities who want to return Iraq to the anti-infidel, pro-terrorist fold.

Syria, Saudi Arabia, and Iran are stirring the pot because they have an interest in seeing America’s Iraq project fail. They would feel threatened to have a neighbor living amongst them in freedom, democracy, prosperity and peace. This would be too much for them to accept and digest in their pea brain mind-sets.Back to UN Secretary General Kofi Annan…Do you remember how he opposed any regime change in Iraq? He wanted things to remain as they were. After all, Saddam Hussein was an okay guy. He lived his life the way of a Muslim. So what? Let me tell you “so what”! Almost daily, American and British troops are finding new mass graves. In them are the remains of tens of thousands of Iraqi dissidents with bullet holes through their skulls. Many were raped, maimed, and brutally be-headed! It is believed that as many as 200,000 Marsh Arabs were slaughtered by Saddam. Add an additional 180,000 Kurds that Saddam slaughtered…and we’re looking at crimes against humanity of world wide proportions. What did the UN do to prevent this sort of thing from happening? Absolutely nothing! Zero! The UN was either blind or stupid! These atrocities happened right under their noses, yet they never spoke about them. But what can you expect from an organization with a Commission on Human Rights…now chaired by Libya…the regime responsible for the terrorist attack on Pan Am 103 over Lockerbie, Scotland? Remember? What proficiencies does the UN have for dealing with America’s enemies and adversaries? I will give you 180 days to tell me. The answer will still be zero.

In recent years, the UN has been focusing on the concept of developing a nation-building program…a mechanism to rescue and restore failing countries. They did come up with a program called “The United Nations Development Program”. To date they have not successfully inspired any development anywhere. Does this surprise you? The UN is constantly under attack by critics in and outside the United States. At the heart of the problem is a total lack of accountability. They have none. Corruption is almost wholesale. Current evidence indicates that corruption and mismanagement go beyond routine fraud, waste, and abuse. If you or I misappropriated billions of dollars, we would go to jail for 40 years…Well, at least a year or two. It has been alleged that Kofi Annan’s own son (Kojo) has been involved in the middle of an on-going money scandal at the UN. Annan’s son is the number one “person of interest”.

It seems that the UN’s Oil-for-Food program (1996-2003) supervised relief to Saddam Hussein's Iraq. Of course, the U.N. Secretary General Kofi Annan and his staff have excused themselves from any responsibility or accountability for this massive corruption …which involves billions of dollars in bribes and kickbacks (thus far more than $100 billion) in UN approved contracts for Saddam to sell oil and buy humanitarian supplies. U.N. officials have denied that this tidal wave of graft was their fault because…after all… they were too busy making the world a better place. Give me a break!

Kofi should have done the right thing and resigned, but he did not. After all, his salary since 1997 has been set at $227,253 per year plus other amenities…such as a budget for personal entertainment, free housing in NYC, and security protection. By comparison, President George W. Bush earns $400,000 per year, but George Bush earns his salary. The UN budgets are shrouded in secrecy. The actual performance of the myriad of bureaucracies is translucent. There is no reliable way to determine whether the various and specialized agencies are actually doing their jobs because no one seems to be accountable. No one seems to care or give a hoot!

Available evidence with the United Nations' unwillingness to undergo a thorough audit certainly raises serious questions about its mission and the means used to carry it out.
Some believe that the United Nations is in dire need of reform. I don’t. I don’t think they should be reformed at all. I think they should be ordered to leave the United States of America today! I also think a country like France should host them for the next fifty years or so.

We need to cut our losses (billions of dollars) and chalk it off as a bad international experience. They are costing the American tax payer a colossal amount of money…It’s called ROI…return on investment. In Oct 2001, the United States gave the United Nations another $621 million for “peacekeeping”. Maybe I am missing something here.
What peacekeeping? Right now, the UN is planning another huge renovation. The price tag has already soared to $1.9 billion… Who pays for this? You and me! Hello! This is not counting the millions of dollars that we spend annually to keep this sinking boat afloat.

An increasing center of frustration with UN failures can be found in the U.S. Congress. Some members have called for U.S. withdrawal from the world body and the expulsion of the organization from its New York City headquarters. And the arguments of the abolitionists are getting a respectful hearing from the mainstream press. I agree.
An American withdrawal would almost certainly mean the collapse of the United Nations. Good bye! Have a good life! Don’t let the door hit you in the rear-end as you leave. Without the generous support of U.S. taxpayers (billions of dollars), the United Nations would be in imminent financial ruin. A decision to leave the world body may still be a decade or so away, but the repugnance with the United Nations is growing, not receding. Thank God!

The Clinton administration had hoped that the United States could off-load some of its foreign conflicts on the UN by sending American troops…who would serve under international command. You gotta love this guy for being so naïve and innocent!
Don’t you just love this guy? He seriously thought about it. I am so glad that he listened to his generals and flag officers. Can you imagine serving under someone from Venezuela, Argentina, Russia, or Liberia? I am not talking about NATO Forces, but 3rd World “rogue” Nations!

The prevailing assumption is that the UN is in trouble. (Really?) Some people believe that its problems are fixable…the bureaucracies can be trimmed…waste, duplication, and fraud can be uncovered and eliminated…and finances can be put on a sounder basis. These people may also be smoking marijuana or some form of hemp.

Even the moderate reformers concede that peacekeeping missions need to be more defined and that there needs to be less talk and more action. Some believe that the UN is fundamentally corrupt. Who am I to argue? That suspicion is up for debate and it deserves a careful hearing. My recommendation: Expel them from American soil ASAP.

The General Assembly is dominated by non-Western states whose elites seldom share the political culture of the democratic West, much less any belief in market economics. The new majority feels free to exercise its power by passing resolutions favorable to the Third World nations. Although the Third World is hardly homogeneous, a mutually convenient system of “logrolling” has come into being. For example, Arab states who vote for African resolutions against South African apartheid…are expected to vote against Israel when called upon to do so. All factions frequently vote against the United States. In their eyes, “We are the rich, evil empire.” Yet, they spend our money freely!

The UN has run amok. Since the Third World majority took control of the United Nations and its budget, total UN employment has gone up from 1,500 to more than 50,000 worldwide. The latter figure does not include the 10,000 consultants or the peacekeeping forces, which numbers some 80,000. No exact figure on total employment including consultants…can be given. Why? Because there is no central, computerized list of personnel or any type of personnel accounting! Even today, there are no records of most appointments in the Secretariat. The UN does not want to be held accountable or responsible!
